When did religious freedom and secular government take root and come
to dominate western government and civilization?
It wasn't in the Spanish inquisition.
It wasn't in the religious wars.
FYI, it was relatively recently but it dominates western
culture and government today.
I don't see how you can find the basis of modern western
civilization and government in 1492 unless you want to
reference Columbus.

Let me simplify it for you.
The 'West' or at least Europe has been largely 'civilised' for a long time (millenia in
places) yet even so, our modern 'liberal democracy' (not to be confused with your
understanding of the meaning of liberal) with all its freedoms for all is a quite modern
innovation. See just how recently the USA outlawed slavery and the trouble that caused.

Take most Muslim countries, especially those 'tribal areas' and quite simply they've
only known 'civilisation' in really quite recent times. Many still live in what we
would consider to be primitive conditions and have little schooling for example.
