That was "I Won't Go," the fifth episode of Car 54's first season.
Yiddish theater star Molly Picon played Mrs. Bronson.

There was a follow-up episode, "Occupancy, August 1st," which was the
sixth episode of the second season. In that one, Mrs. Bronson had
moved into her still-under-construction new apartment because they'd
promised her it would be ready by that date, but it wasn't, and she had
nowhere else to go.
