Just how it is on this keyboard - don't know that it should be strange.
This is the Qwerty keyboard we're using:

On our keyboards the keys are laid out

Notice the semi-colon on the 3rd row from the top next to the "l".
Standard typing places your right fingers on the "j", "k", "l" and ";" keys.
Holding the shift key down while hitting the keys results in:
!@#$%^&*()_+
QWERTYUIOP{}|
ASDFGHJKL:"
ZXCVBNM<>?
Notice the colon next to the "L".
The semi-colon and colon are on the same key.
Meanwhile the period is on the fourth row, next to the comma. The period and
right bracket aka greater-than symbol are on the same key.
I know some laptop keyboards shift some keys around, but usually leave the
four rows of the qwerty keys alone. Notice I did not try to include the
backspace, enter tab, caps lock or shift keys because they do vary so much
in keyboard layouts.
