They aren't useless. Their mandate is to broadcast sessions of
the U.S. House and Senate, respectively. When those groups are
in session, C-SPAN has to carry them.
You may be right Patty. But I swear I have watched other hearings on (C-SPAN
or C-SPAN 2) when some members excused themselves for floor votes.
Hmmm, is it possible that, say, the House was in session but the
Senate wasn't, and what you saw was a House hearing being aired
on C-SPAN 2, and a member of the hearing excused himself to go
over to C-SPAN 1 and vote? :-) I'm not aware of any instances
where C-SPAN has abandoned coverage when a chamber was in session.
You'll notice that even when there's a quorum call or an empty
podium waiting for someone to decide to speak, they'll keep a
camera running on that chamber on one side of the screen while
airing a White House press conference or some other event on the
other side of the screen.
