They aren't useless. Their mandate is to broadcast sessions of
the U.S. House and Senate, respectively. When those groups are
in session, C-SPAN has to carry them.

Hence the justification for the creation of C-SPAN 3. ;-)
Offers additional bandwidth during off hours, and provides
a home for important broadcasts when C-SPANs 1 and 2 are
otherwise occupied.
