Welcome to the world of headline writing. Auxiliary verbs are
not popular, as they make the headline longer. Yes, technically
it changes the tense of the sentence, but the opening lines of
the body copy should clarify what time period is being discussed.

I wasn't referring to the story headline. It was the newsgroup
posting subject line that misled. The story headline was shorter
than the posting subject line and used the proper tense.

The newsgroup posting subject line could lead one to think the new
name might appear in the text.

Here's the story headline...
"Court TV To Ditch Name, Change Programming in Rebrand"
