Today was the first I have ever heard of it.
I assume MTV owns it since I heard somewhere they have copyrights to all
the videos they air.

The Tube has been broadcast as a SD sub-channel on the digital channel of a number of TV stations around the country for a while now. If the Comcast The Tube channel is on the digital tier, it is probably coming from one of your local stations over the air and Comcast is carrying the local sub-channel on their system.

As for who owns it, there is a Wikipedia entry on the network (!): http://en.wikipedia.org/wiki/The_Tube_%28TV_channel%29.
