Without a Trace: General Question

I thought one couldn't make a missing person's report on an adult until
they are missing 48 hours when there's no evidence of foul play.

But again and again the team is on the scene right away. A recent
example, the teacher who ran off with the kid was being investigated 12
hours missing. But there was no indication of foul play, just the
school's report she'd not shown for her morning classes.

Are they just stretching the truth for dramatic effect? Or is 48 hours
not really the rule?
