Yup. It's a soap staple. Gloria has no ability to think long-term, much less plan. Hell, she has no short-term ability either. I don't even think it's crossed her mind that she's betraying John. She's feeling power with that proxy and is misusing it as a paper gun to try to exact revenge on Jack and Asshley in her demented mind for them not having accepted her and Kevin. Not to mention J&A blame her for John being in jail in the first place because in their reasoning, had she never come to town, TT wouldn't have followed.
Once taste of power to Glo has turned into a bottle of evil. You just know she wasn't like that while living in a trailer with TT.
Some people can handle power (of which responsibility is a must). Glo obviously isn't capable and seems to have no clue that by sabotaging Jabot, she's also severely shooting herself in her own foot with her seemingly useless paper gun.
