No, you aren't wrong. Just sort of out of date. The reason cell phones
were prohibited was that they operated on the same or similar frequencies as
hospital equipment such as heart monitors. Mobile phone technology has
advanced to the point where that is no longer the case.

Most hospitals (at least the ones in my area) now allow mobile phone usage
in public areas. Typically not in patient rooms and not in the ICU. But in
waiting areas, sure.
