Hence it's perfcetly legal to buy them for use on cruiseliners
etc. Or to buy them not to use them. Which still leaves the
obvious question of why buy something you know isn't supposed
to be used & then complain afterwards when you're told so.

You've made the assumption that one knew what one was being sold.
