No. Water alone won't cause muslin to pucker or shrink as long as it's pure
cotton or a cotton/polyester blend. Heat or hot water or a conbination of
the two will. If you aren't planning to wash the finished drop in hot
water, or dry it in a dryer, there's no need to preshrink it.
If, however, it's a cotton/rayon blend then getting it wet in any degree
may cause the rayon threads to shrink. The problem is that the rayon will
shrink a tiny bit more every time it gets wet, no matter how often you wash
it.
The paint job will come out better if you can somehow figure out a way to
stretch the fabric as you size and paint it, but I'm afraid that I have no
suggestions for that.
