Low fog over water (indoors)

A local nightclub wishes to have a constant low fog over their indoor
pool, which is C-shaped and surrounds the dance floor. The width of
the water is approximately 6 meters, and the overall circumference is
perhaps 30 meters. Depth is approximately .5 meters.
The fog would need to hang on the surface of the water for at least
four hours, so obviously there will be constant replenishment. I have
at my disposal the big LN2 beasts and their dewars and cable and power
distros, some chemical foggers and refrigeration units, and ye olde Dry
Ice pea souper types. The club owner really wants to use the chemical
foggers with chillers, as the LN2 would be too costly for him and the
dry ice solution he doesn't like on grounds of lack of Bling.
Unfortunately, I think the chemical fogger/chiller (two Le Maitre
G300/LSG300 combos) is the weakest option, but am looking for any
suggestions to make the fog stay low as long as possible without
spreading about the room unduly. One thing I considered was icing the
water down; currently it's room temperature (which would be great for
the LN2 or dry ice) but if I can get the temp down significantly I
assume the chemical fog would hang lower longer.
How much ice the club's barbacks would have to dump into the immense
tub o' water to get even a wiggle on the thermometer remains to be
seen.
Any other suggestions/advice are welcome.
