University of Pittsburgh did when building the Catherdral of Learning,
Pitt's 42 story main academic building (or at least main when it was
built - also known as Bowman's erection or, by the Carnegie Tech folks, as
the height of ignorance). The lower 3 or so floors were classroom space and
then the library and above that office space with the Chancellor's office at
the very top. Bowman knew he didn't have the money to do the whole thing so
he built the shell and, as predicted ran out of money before the class room
area was complete. He rightly figured that donors/benefactors wouldn't let
the building remain unfinished. A capital campaign among the city's ethnic
groups and associations provided the funds to finish out the classrooms in
the traditional archicetectural style of the various countries. I actually
took French in the French classroom!
A dangerous, but in this case successful, gamble.
now there's something you could leave you could
leave until later. It might not take too long before the
patrons got tired of sitting on the folding chairs
from the cafeteria. Time for a fundraiser don't you think :-)
Fat chance you'll get a fundraiser to put in some raceways
or catwalks that got left out during construction.

Depending on the programs of a State Arts Council one could skip the ADA equipment and put in a grant request to pay for the goodies. Save the bucks for something for the ADA gear to hook up to.
