One problem regarding this is their ability to "pretend" to be firing.
Unfortunately, regulations in my country are very strict regarding the
use/ownership of firearms and ammunition, and at this point it's
legally impossible for me to build or modify something that would use
blanks. So, in my spare time, I'm trying to find a reliable solution to
achieve this (well, it can be done in post, but it would be tricky to
cast light onto surrounding things/persons).
One idea that I've tested was propane sprayed into the barrel, followed
by electric arc ignition. It works, even makes a nice "pop", but it
requires a rather delicate timing (spray-stop-ignite and so on). Even
though that can be achieved with electronic controll, I'm wondering if
anyone can share a more simple/effective method.

The other potential problem is that you may be manufacturing
a firearm, under the laws of your country, with this propane
device. ( see potato cannon )
If your simulated gun has enough space inside, and your
usage is fairly short and predictable, a strobe inside the
barrel, and a source of smoke inside, such as a smoldering
cigarette, would give you something that can be enhanced in post-production.
