Yes. That I've never understood at all. I can see a cable manufacturer
saying that there needs to be a certain level of demand to make it
commercially viable to produce a cable. But cables are produced without
earth wires I know not.

And, I must admit, I hadn't thought of street lighting as a user of
single phase armoured though you must be right.

You know,somehow, just somehow, in this day and age I don't think
they'd be prepared to say you can use their armour as a primary earth
conductor......
