Correct practice is to connect neutral to the outer metal contact portion of
the socket, with hot to the button. This is true on all screw base sockets
as well as all pre-focus. Polarity is irrelevant on a 2 pin socket.

It is possible to accidentally touch the flanges on a med-prefocus lamp
while inserting. Should the outer ring be hot, you can get electrocuted
should your hand/arm come in simultaneous contact with the fixture housing.
