Two points. First, the IEE rules are not mandatory, only advisory. They
just tell you what is sound practice. Failure to conform to them is not
an offence, although you might have a hard job to convince a court of
that, if it all went wrong.
Second, it is always very good practise that all cables and
installatioins are protected, by a fuse or breaker, upstream, suitable
to their ratings.This is
why the British 13A distribution is, in theory, the safest in the
world, if properly applied.
Here in France, I can plug a 60W lamp into a 16A outlet; the lamp wired
in 0.5mm cable, and 'protected' by a 16A fuse. This may be why why
there are so many building fires in France, attributed to 'electrical
origins'.
