Um I can't think of any venue that has dimmer racks plugged in and fixed to the wall - there'd be no point in shelling out for the plug and socket rather than permanently connecting the thing.

However it would then be a bit arguable as to whether a screwed to the
wall plugged in dimmer rack was part of the fixed installation test or
a portable appliance. On balance I would personally still want to treat
it as a portable appliance - it can still easily be unbolted from the
wall and moved elsewhere without doing anything other than unplugging
it.

A patch bay isn't a true comparision. Yes it involves plugs and sockets
but the plugs (at least) are permanently connected to the installed
wiring and trunking/conduit runs. You can't just unbolt or unscrew it
and use it elsewhere without disconnecting the electrical connections
and conencting new in another location.
