No. A plug in rack is a portable appliance and isn't covered by the fixed installation test.
Unless it's bolted to the wall, in which case it is installed, in the same way that a patch bay is.
However the rack/demux would, of course, fail it's portable appliance test. And I'd be pointing that out fairly forceably if I was doing the installation test.
