He should have failed the system for that.

As the demux presumably has a very small power cable (1.5mm2?) running it from a 32A fuse is a fire hazard as the cable would melt before the fuse would blow.

The demux needs to be tripped or fused at a rating which matches its power cable (probably 5 amp). If the dimmers are in a rack you could put in a panel with a fused spur, wired with 4mm cable to the dimmer power supply.
