No, there's no such administrative entity. "Great Britain" simply refers to the island (except that, as I think the presumptuous Mr. Kennedy noted, "British", across the world, is generally accepted as shorthand for "citizen of the UK" or "originating in the UK"); the nation as a whole is the United Kingdom of Great Britain and Northern Ireland, which is made up of England, Wales, Scotland and Northern Ireland. Aside from the UK government, Wales, Scotland and Northern Ireland have their own national assemblies, but there's no governmental entity overseeing *Great Britain*, as opposed to *the UK*.
