You mean properties like permittivity and permeability? Properties
that can be measured? Properties that combine to give the speed of
light (ref. Maxwell)? If the values of permittivity and permeability
of space were uniformly zero, it would be kind of hard to bounce a
signal off of a satellite (or get it back).

Then space isn't empty nothing, is it. If it's empty with nothing
there, it has no properties by definition--there's nothing there to
possess any properties.

Are you trying to reinvent aether, propertyful space? It might be
easier to invent another level of reality.. you could maybe call it
the "Hylaean Theoric World" or something; no kidding, I hear that
aether was disproven by some experiment or other.
