That is not how society sees it. Many juridsdictions make licence renewal
contingent on other matters. 'Deadbeat' parents who are behind in child
support in many places can not renew until their arrears are settled.
Also I
have heard that in some jurisdicitons there are similar conditions for
other
situations such as tax arrears.
I know. Society is wrong about this.
An opinion you are certianly entitled to. But while disagreeing surely you
can see it as not being that far from norms as you ire seems to convey?
(I especially don't understand how it makes sense to force deadbeat
parents to pay child support by destroying their ability to make money.)
I would guess because it is the most effective measure to ensure payment.
Keeping somebody from going to work will ensure payment?
No. The threat will. "If you don't pay the 15% of you income that is court mandated to support your child then we will prevent you from earning any income".
Of course,
even sillier things have been done -- people's occupational licenses
have also been revoked for falling behind in CS. In case they were
going to try car-pooling to the barber shop or wherever they worked,
so as to get the money to catch up on their arrears, I suppose.
I suspect it is to address the not unknown response to a mandate to pay back enforced by garinishee to work for cash under the table. Revoking the licence takes care of those who would and could work unofficially but values their licence.
