It is my understanding that the relative success of
Cuba's health system is due to being very good (ie,
thorough) on primary care.
When I was there in 1992, there was no medicine for
ordinary cubans, none.
Further, when I was there, it was apparent that everyone
was very, very afraid. I would ask questions that might
have politically incorrect answers, and people would
almost wet their pants - they would flee in terror.
With fear everywhere, it unlikely that anyone, least of
all the authorities, can determine how much infant
mortality there is, since reporting the truth, or even
knowing the truth, was likely to lead to swift and
terrible punishment. People were forbidden to know what
what it was that was forbidden to do.
