This happens reguarlay to rural places in the UK. The copper wires
blagged for scrap resulting in long outages of comms for people. Not
just a third world thing...
Happened twice when i worked in a nursery for a year recently... Blamed
on Gypsies, pikeys and more recently Eastern European immigrants.

This sort of copper theft is also becoming common in the USA, as the
price of copper continues to rise. A club that I am a member of is
renovating an old building for use as a shared workshop, and a thief cut
and stole the power cables leading into it, even though the cables were
live. Thieves also sometimes invade currently-empty houses and steal the
plumbing, wiring, and air-conditioning tubing.
I was watching a documentary on the current US housing crisis which was
saying that the houses in the abandoned suburbs are now worth even less than
thought because most of them have been ruined by theives stripping the
wiring and piping.
