No idea, but, circa 1985, I remember seeing a SF book cover with tanks

I believe the Israelis were hired as mercenaries by Texas's actual
enemies, whom I have mercifully forgotten.

The USA, whose President had been borrowed by Texas and who
wanted him back (Except for the VP, who was hoping the old fellow
would be killed in the crossfire).
