Yes. An ambitious, and much more fun, proposal, would be:


WHEREAS: Anthropogenic Global Warming is *established* fact, not open
to discussion or debate (TO DEBATE IS DEATH!)

WHEREAS: Mankind does not now, nor for the foreseeable future have the
technology to reverse or even slow the release of CO2 into the
atmosphere. (AAAA! THE ATMOSPHERE!)

THEREFORE: BE IT RESOLVED that mankind as a whole must take the
following steps:

(1) In proportion to their carbon footprint, all nations will devote a
percentage of their GNP to
(A)Construct huge orbiting solar power satellites (equally useful for
power and for warfare against potential alien invading hordes!)
(B)Building immense underground cities
(C)Powering said cities with nuclear reactors
(D)Supplying air conditioners to their entire population until they
can be moved to the underground cities
(E)Building vast arks in space to grow food and preserve species
which will be wiped out in the coming rise of temperature and oceans
(F) Begin the terraforming of Mars and Venus, and preparation for the
inevitable spread of our species throughout the cosmos like an
unstoppable plague


But, my proposal requires no currently nonexistent technology, only
the collective will to carry out policy.
