Which is not wholly irrational.

I'm not suggesting it is.  I'm suggesting it's a reason why, even if
Miriam's citizenship status wasn't simply assumed on the basis of her
testimony to the FBI and their knowledge that worldwalkers have used
phony papers, that secrecy would be invoked as a means of preventing
her from having a day in court at all.

Heck, it could be invoked as a reason to confine her -- if the
existence of people like her is a big ol' secret, then they wouldn't
want to let her out to maybe show people what she can do without
authorization.

Right. I see I wasn't clear above -- I was agreeing with you, and
further pointing out that the security issue could be taken to justify
pretty much any sort of suspension of due process, by people who
really understood the consequences and didn't know nearly enough about
the motivations of the worldwalkers to conclude that they would NOT
(say) start teaching al-Qaeda to worldwalk. Even if they thought
Miriam was a U.S. citizen, member of the bar, Girl Scout, Daughter of
the Mayflower, captain of the cheerleading squad, and Miss Coho
Salmon.
