I've enjoyed most of those already mentioned, as well as Thessalonica
(the Byzantine city is threatened by the Slavs, who have brought their
gods and powers with them, which brings on an alliance between the
Christian urbanites and the old pagan creatures of the countryside)
and The Case of the Toxic Spell Dump (a "magic instead
of science" world, a la Heinlein and Anderson, with very tangible
religion as well - I especially enjoyed the concept of virtuous
reality).
Turtledove can be quite good in short form, so I'd also like to
recommend the
short story collections Kaleidoscope and Departures.
