Actually, it can't continue to function. The
once-every-couple-of-decades average that is observed here is a
full-shutdown, dig out all the tanks and piping, make sure they
haven't leaked and clean the soil if necessary, and replace the
entire thing, sort of thing.

But that's only one station. You can still go to the one across the street
and refuel. Its also not touching the distribution to the stations
(pipelines and tankers).
