The original requirement included "formal training" -- the years of
practice and coaching in high school or college probably counts as
formal training.

This is because MLB has a farm system, while the NBA and the NFL use
college sports as a farm system.
Similarly with hockey, although both MLB and the NHL look much more
favorably at college players these days. At one time, college baseball
or hockey was essentially a dead-end. The pros looked upon those
players as too old and insufficiently trained. They wanted them in the
minor leagues when they were 18 or so.
