I'm not sure I recall that. It's seems a bit thin that Vetinari would
know that a dwarf-raised human from far off would spark the Night Watch
into an effective police force. He good, but I don't think THAT good.

In fact, I think that if Vetinari had known at the time what Carrot
really was, he wouldn't have wanted him anywhere within the city limits.
