Luna's the closest planet to Earth; unless we _never_ settle anywhere
beyond our planet it's fairly obvious that we're going to colonize the
place. Makes sense to get a leg up on it now so that our own country
becomes one of the seeds of the future culture there.

Until muscle mass loss and calcium deficiency are dealt with, might as well
simply go for an Earth orbit space station. Cheaper, easier, faster.

Why do you assume that (1) on a timescale of decades to centuries we
can't find solutions to the medical problems (which probably aren't
that severe for a full sixth gee anyway), and (2) that we must somehow
choose between colonizing Luna and colonizing Earth Orbit? I'm
assuming that we will colonize _both_.

Oh, and by the way, we need to learn how to deal with lower-gravity
worlds and their medical problems if we plan to do _any_ colonizing of
_any_ worlds in our Solar System. All the good targets have gravities
of a quarter gee or less.
