This is the Swiss model, too, BTW.
Recently, I had an interesting conversation about the demographics of the
EU administration. People from countries where everyone grows up bilingual
or trilingual seem to be one of its mainstays. Germans keep lamenting how
Germans are underrepresented in the EU administration. No wonder.
If we suceeded to teach English and French to all of our children (plus,
preferably, one other European language of choice; make that two for
people who want a college degree), this would rapidly change.
