I *have* read about cell jammers and, IIRC, some Japanese theaters
at least contemplating installing them. It's unclear just what the
laws on them are, though you can bet the providers in the US would
fight tooth and nail to outlaw them.

The providers don't have to fight tooth and nail -- all radio jammers are
already illegal in the US for civilian use, including cell phone jammers.
(This predates cell phones, btw - it's a consequence of the licensing of
the radio spectrum and laws against broadcasting on frequencies licensed to
someone else.).
