I think Germany (which also has such laws) and Austria feel that they
have to make this special exception in view of the fact that their
countries (especially Germany obviously) actually perpetrated the
holocost. I think you can pretty much say whatever ELSE you want in
those countries.

They have a lot to answer for to history and feel they can give up this
one right (although not free speech in general) to attempt to make up
for it in some small way.
