Isaac Asimov's Robot stories come to mind (Never mind that the recent
movie was pure action/adventure :)
Arthur C. Clarke's The Fountains of Paradise (and, in fact, most of
Clarke's writings)
Fritz Leiber's The Big Time.
Lots and lots of short stories aren't action oriented at all.
SF movies, on the other hand, are almost always action movies, though
there've been a few that weren't, but I can't think of any that've done
well at the box office (unless you count 2001. Although it had some
action elements, it wasn't primarily an action movie).
