Government grants are in many if not most cases given out on basis of
peer review, not politics. Oil company grants are for what the oil
company perceives as its own best interest.
nonsense. The funding of the grants from Congress is very much a
political function. So is the granting. You have to give the money for
research that the Congress said you could. There are a whole bunch of
interesting studies showing the pretty much complete divorce of research
spending from the Institutes of Health (my area of interest) and number
of people with the disease, spending on treatment of the disease,
quality of life years, etc.
There is also a couple of interesting studies showing the increases
in NIH funding to a given disease before and after an celebrity or major
figure coming down the disease.

provider of funding and saying I want money to do research. I know
bunches of academic medical centers types who wish that their grant
