In Babylon Squared, Major Gant(?) and his XO mention the construction

one of those construction workers putting the finishing touches on the
station and therefore was there when they blipped forward in time.  In
part, too, due the dramatic aspect of being on "the last shuttle out".

But, as you point out, clearly that is nonsense.

Hence my question! :)

The problem goes away if you read "the last shuttle out" as "the last
surviving shuttle out, so far as people in 2256 know".  Characters
don't know everything that's happened so far, let alone stuff in
future episodes.

I hate time travel.  It can make for an interesting story, but it can
also really screw up the continuity if not done right, or even if not
viewed right by the audience!

Nah, don't blame time travel. I think B5 got it as close to right as
you can. This one might just be a minor mismatch in what are basically
a couple of throwaway lines.

No, not really a mismatch. IIRC, there were shuttles heading off,
even after the white star got there, but before they were able to take
it back in time. The systems just kept going up and down... ;-)
