I maintain that Garibaldi certainly did "do the obvious" with Dodger -
once he assured himself that it was real, and once he finished the
comms hacking he was ordered to do by Lochley.

IIRC, it's made pretty clear at the end that he didn't, as he was back
together with Lise at this point, or at least definitely heading in that
direction.
