pressing down on the liquid. For an atmosphere there is no external
pressure to push it up a tube. You have the pressure of the atmosphere
itself, and nothing more. That pressure is already pushing the atmosphere
as high as it will go, tube or no tube.

You could visualise a planet surrounded by vacuum as if it already has an infinitely wide tube dipping down to the surface. Adding a second tube is not going to make any difference.
