The Puppeteers seem oddly fond of living on

and their investigation of Ringworld as a Potentially Good Idea.

Well, chalk that up to Niven's sociology. His notion of puppeteers being inherently cowardly doesn't really completely stand up to his depictions. Niven also, as I recall, was under the impression that Klemperer (not Kemplerer) rosettes were stable.
