Let's say you're put at the head of a project whose aim is to halt and
reverse as far as possible the environmental destruction caused by the
human race. What we're talking about is not just a moonshot, but a
multinational megaproject with a twelve figure budget (that is,
trillions of dollars). Leaving aside for a moment the feasibility of
such a project ever being launched, how would you go about it
technically? Thanks alot!

Establish lunar mining and manufacturing, lunar mass drivers, habs &
fuel depots at the earth-moon Lagrange points as well as low earth
orbit. Then build solar power satellites in geosynchronous orbit. This
could lead to virtually unlimited energy without dumping CO2 and other
green house gases into the atmosphere.

Is there definite proof that beaming that much power through the
atmosphere wouldn't heat it up?

It should be possible to get a number for the efficiency of electricity
generation on Earth: All heat-based power plants, including nuclear,
dump more energy as waste heat than they deliver as electricity. If
the waste heat from receiving an equivalent amount of electricity from
orbit is less than this, then every megawatt you get from space is
release less waste heat than if it had been generated on Earth.
