My guess is that it's too late for technology to provide a quick fix.
And any technology that helps will reduce the incentive for individuals
and governments to behave in an ecologically friendly manner (I don't
need to bother so much about being environmentally responsible because
<technological quick fix> will take care of it).
Use the money to coerce all governments to impose a swingeing universal
carbon tax. I envision a sales tax that's based on the difference in
estimated lifetime ecological impact of the product and packaging
compared with that of alternative products. There would be a requirement
to always quote the tax, so that there's a direct obvious substantial
incentive, at the point of sale, to choose the less environmentally
damaging product.
