Because there's no evidence that it's true? We know that the Soviets lost some accounting of their nuclear arsenal during and after the fall of the Soviet Union, though exactly how much, if any, has been truly _lost_ is still open to debate. (Indeed, some high-placed former Soviet leaders insist there are whole _classes_ of missing weapons which some in the West doubt ever even existed.) But 1985 is well before the end.
You're the one making the claim that there were; the onus would be on you to provide supporting evidence that there were.
