It outweighs its own sun by (according to the story)
nearly six orders of magnitude. A little spin isn't
going to help this problem. Remember that the amount
of spin needed to keep the inner edge balanced against
gravity is radically different from the amount of spin
needed for the outer edge.
Vary the density, and you can have a uniform rotational
velocity.
The system is, of course, unstable. To offset
instabilities, put a web of superconducting material in
plane of symmetry, and a strong magnetic field
perpendicular to the plane of symmetry. Adjust the
magnetic field to counter any fluctuation from unstable
equilibrium.
A sufficiently large such disk will experience large general
relativistic effects.
