flight are severe, whereas one may freely leave, say, a restaurant if
one feels threatened.

So what? I'm sorry if these consequences make you feel anxious, but the
fact remains that even with this problem in place, US domestic air travel
is still approximately 200 times safer than highway travel. (Computed
using 2003 statistics from the Bureau of Transportation Statistics, in
fatalities per passenger-mile.) And yet airports are the ones that have
the signs telling you not to make jokes. What gives?
