Starting to remind me of _Imperial Earth_, but I haven't read that for a

In Arthur C. Clarke's EARTHLIGHT, all the cutting edge
research is happening in the extraterrestrial planets,
but Earth has all the heavy elements.
The rationale was that during the formation of
Earth, Luna's gravity kept a higher percentage
of heavy elements from sinking out of reach
into the Earth's core.
Sometimes I need to consciously remind myself that the past is as alien
a land as anything any SF author has ever concieved. This is one of those
times.
Intelligent, scientifically-literate people, in living memory, could
generate and discuss such an idea without being incapacitated by laughter?
