One other thing, if this was in fact a weapon, you would expect the
ground troops to launch their attack reasonably early after it was
switched on. Probably after 24 hours most of the defenses of the
country would be crippled and those army units that are still awake
would be trying to help with the "disease". If they wait to long, the
solution might be discovered.

It doesn't necessarily need to be a doomsday weapon. Imagine if the
USSR had mandated the construction of underground bunkers for
"protection in the case of nuclear war" and ran regular drills. This
would allow them protect their population while wiping out the west's.
Also, moving the population into the bunkers wouldn't arouse suspicion
if they did it regularily. If the bunkers were stocked even for only a
week of food, that should decimate any unprotected population and then
they could switch off the weapon and allow their population to emerge.

The invaders get a country with virtually no war damage. Even if 1% of
the population is unaffected, it would be almost impossible to resist
the invasion. Having said that most of the value of the US is the
people not the buildings and equipment.

The question is if the nuclear arsenal of the US would be fired.
Imagine you are a general awake in a shielded bunker and the president
and vice-president are asleep. (alternatively, you are a randomly
selected member of cabinet that happens to be the only cabinet member
awake and are acting president (and on sleep depriving drugs just in
case) ). Would you fire the weapons at the USSR if 99% of the general
population seem to have an incurable disease on the basis that it is
probably their fault.

Btw, how good a faraday's cage would be needed? The spacing size can
be on the order of the wavelength of the EM radiation. Anything up to
300Mhz has a wavelength of less than a meter.
